Short definition: IP-in-IP encapsulation carries one IP packet inside another to make routed tunnels between endpoints.
Long definition: IPIP (IP-in-IP) tunneling wraps original IP packets in an outer IP header, allowing point-to-point routed links over existing IP connectivity.
